Successful test purchasing operation

On Friday 18 July Trading Standards completed a test purchasing operation in Kingston to determine how many shops might illegally sell a knife to a child. Officers visited 16 premises across the borough and were pleased that only one of the shops visited sold a knife (a large kitchen knife set) to the 15 year-old purchaser working with Trading Standards officers for the exercise.

Kingston's Blue Badge Scheme under spotlight
Kingston Council's Overview Commission is currently reviewing the Blue Badge Scheme that provides on-street parking concessions for drivers in the Royal Borough. Under national arrangements Blue Badge holders qualify for on-street parking concessions right across the country, regardless of where their Blue Badge was originally issued. The review will take a broad look at the way the scheme currently operates in Kingston. It will consider the discretionary aspects of the scheme over which the Council has control, to maximise the benefits for legitimate Blue Badge holders and clamp down on any misuse of the scheme by people ineligible for a permit.

Joint annual public health report 2007 launched
The Mayor of Kingston, Cllr David Berry, launched the 2007 Annual Public Health Report entitled The Road Less Travelled on July 29 2008. In presenting his second annual report, Dr Jonathan Hildebrand, Joint Director of Public Health for Kingston, explained that progress had been made against the recommendations in the first report (2006) on Choosing Health. This second report focuses on groups of people and health issues that are not highlighted as regularly as they could be.

Adventure playground for King George's Field!
An exciting new adventure play area for older children is due to open in the autumn after the scheme was given planning permission recently by Kingston Council. The play area, which will be situated in King George's Field, Tolworth, is a concept developed by the environmental regeneration charity Groundwork and merges play equipment into landscape features such as trees, mounds and sandpits.

Town centre parking controls extended
The parking controls in some of the Controlled Parking Zones in Kingston town centre were extended on Monday 21 July 2008. The changes were introduced to ensure that local residents living in controlled parking zones near to Kingston town centre are able to park near their properties in the evening. The operational hours of three CPZs will be extended until 10.30pm each evening to give priority to local residents who already pay to be part of the scheme.

Could you care?
Kingston Council launched a recruitment campaign aimed at attracting more carers into its Adult Placement Scheme during the week of 14 July 2008. The scheme offers vulnerable adults the opportunity to live in a family environment and experience all the benefits that family life has to offer: accommodation, support, warmth, comfort and friendship. Carers, who are paid approximately £350 per week, welcome these people into their homes to live as part of their family and to help them live a normal life in the community. An information evening is being held on Wednesday 3 September (5.00pm, PCT building, 22 Hollyfield Road, Surbiton, KT5 9AL) for people who want to find out more about being an Adult Carer.

Tell us where your rubbish should go
From September, Kingston Council will be changing the way that refuse and recyclables are collected from households and converted flats. The new Recycling and Landfill Waste Collection Service will encourage residents to sort more of their household waste for recycling and send less to landfill. It is not only the collection service that is changing. Running in parallel to the change in the collection service is a separate planning project that is looking at what happens to the borough's recycling and landfill waste after its been collected. Where will the facilities that manage the rubbish produced by households, business and industry in the Royal Borough be located in the future? An essential part of this planning process is consulting with local residents to get their views.

Celebrating 800 years of Kingston Festivals!
On 23 September 2008, the town of Kingston will officially be 800 years old! On that date in 1208 King John signed the charter that granted Kingston the right to raise its own taxes, and an independent community was born. Since then, Kingston's community spirit has been expressed through various festivals. To celebrate this birthday, Kingston Museum will be hosting a special exhibition called Festival! that will mark 800 years of Kingston as a festival town. From the earliest 'Kyngham' games of medieval times to the multi-cultural carnivals of today, Festival! reveals how Kingston residents have always expressed themselves by getting together and celebrating.

Young Cyclists to Benefit from Experimental Scheme
Pupils at Hollyfield School in Surbiton will be granted a wish later this month when Kingston Council introduces a temporary two-way cycle route across King Charles Bridge. As part of their School Travel Plan, students made a wish list of improvements that could be made to popular walking and cycling routes near their school to encourage sustainable travel. King Charles Road is a very useful link route for cyclists travelling from central Kingston to Tolworth however cyclists travelling southbound across the bridge have to push their bikes on the footpath due to the one-way system.

Surbiton welcomes the Earl of Wessex
School-children, residents and local businesses came together in Surbiton to provide a colourful welcome for the Earl of Wessex. HRH Prince Edward, The Earl of Wessex, visited Surbiton on Thursday 3 July to unveil a plaque marking the centenary of the restored Coronation Clock Tower in Claremont Road. Before revealing the plaque on the clock tower, which in 1908 was dedicated to the Prince's ancestor King Edward VII, the Earl of Wessex received a presentation for Anais Simo (aged 7) from Tolworth Infants School.

Dispersal Order - Tolworth
Serious measures have been taken against a group of young people who have engaged in anti-social behaviour on an estate in Tolworth and have been causing upset to residents. On Tuesday 1 July 2008 a Dispersal Order, authorised under Section 30 of the Anti-Social Behaviour Act 2003, will come into force on the Sunray Estate, Tolworth, and will last for up to six months.

One year of Smoke-free Kingston
The introduction of the Smokefree law in 2007 represented the biggest public health change in England for fifty years. Kingston Council and local authorities across England have been at the forefront of implementing the Smokefree legislation which came into force a year ago on 1 July 2008. Commenting on Kingstons first year under Smokefree legislation Ted Forsyth, the Councils new Head of Environmental Health and Trading Standards, says: "Our experience, from giving advice and carrying out inspections, has been that this is a popular law which has been embraced by businesses and general public alike."

Outdoor Church Service
The local Churches are holding a Church service outdoors. During the service young people and adults will talk about what their faith means to them and why they believe. Kingston Carnival
Kingston Carnival is organised by Kingston Racial Equality Council in association with Kingston Town Centre Management, Global Arts and RBK. The event promises to be another wonderful day of fun and spectacle for all communities with some great music. This year it also incorporates the opening of the Kingston Food Festival. The Carnival Parade, led by the wonderful Paddington Elimu 'mas' band, firm favourites at Notting Hill Carnival, will start at 12 noon at the HSBC end of Clarence Street and will process through the Market Place to the Guildhall grounds. All are welcome to take part, but you must dress for the occasion!

Festival!

In 2008 we celebrate the 800th anniversary of Kingston's first surviving charter, granted to Kingston by King John on 23 September 1208. In the 21st Century Kingston is fast developing a reputation as a multi-cultural 'festival town' with regular events throughout the year such as the prestigious Readers' Festival, Korean Festival and Carnival. Kingston has always celebrated its rich heritage and traditions with impressive pageantry, procession and ceremony. Traditional May Day Games in the 16th Century, the inauguration of the Coronation Stone in the 19th Century and lavish pageants feature prominantly in records and surviving photographs. Kingston Museum is pleased to be drawing on its unique archives and local history collections as well as contemporary art and photography to celebrate and look forward.

Volunteer Police Cadets
Get involved with your community by joining the Metropolitan Volunteer Police Cadets (VPC). The VPC is open to young people aged 14 to 21 years. Cadets are drawn from all parts of society including referrals from Child Protection and Youth Offending Teams. There are approximately 900 Volunteer Cadets in the Metropolitan Police Service (MPS) and about 200 Cadet Staff. In the cadets you get to work with police officers, police staff, police community support officers, special constables and volunteers.
